I have been attempting to learn SQL and PL/SQL using Skill DX on my home pc, but I do not know C or C++. Should I stop and go to C instead? I guess my question is Is it Possible To Learn Other Programing Languages Before Learning C or C ++??
Another question I have is, Is C the Basis For All The Other Programing Languages??
Any help you guys can give will be greately appreciated.

Of course it's possible to learn other languages before c/c++.
No C is not the basis for all other computer languages.
You should definitely learn Python as a programming language. It is extremely powerful and way easier to learn than c or c++ but deciding what language you want to learn all depends on weather or not you are using a software that requires a specific type of programming language to be used. Other than that the decision is up for you to decide which language you want
Well Programming is simply the act of writing a program using a programming language and a programming language is a language used to program. When people say there learning programming rather than saying there learning a programming language it usually means the same thing

Instead of learning C next, I'd go the Java route because it doesn't have some of C's pitfalls and learning it will help you learn other modern languages. Plus, there is a ton documentation and help you can find.
Reply:First you should learn programming - before you learn ANY programming languages. (Learning programming and learning a programming language aren't the same thing - you learn programming in English.)
C is not the basis for ANY programming language, except C++ and C#. There were many programming languages being used long before Kernahan and Ritchie wrote C.
Reply:Learning Oracle i.e SQL or PL/SQL will be much more easier to learn than the other two you mentioned. try here for resources to learn Oracle like SQL , PL/SQL and practice them online
